The cPanel account's home directory is the top-level storage area for that system account. It contains website files as well as private configuration and service directories.
public_html is traditionally the web root for the account's primary domain. Additional domains can use different document roots depending on their cPanel Domains configuration.
Do not assume that every file under the home directory is public. Likewise, do not assume every hosted domain uses public_html directly. Check the domain's configured document root before uploading or moving website files.
