cPanel's IP Blocker controls access to websites served by the account. It is not a server-wide firewall.
Current cPanel documentation specifically notes that IP Blocker does not block other services such as Webmail. Server-level access restrictions are separate from this cPanel feature.
Use IP Blocker when the goal is to deny website access from an address or range. Do not assume it has disabled email, SSH, cPanel, or other network services.
