An SSL certificate allows HTTPS, but it does not automatically guarantee that every HTTP request will redirect to HTTPS.
cPanel's Domains interface can provide a Force HTTPS Redirect control when the domain meets the interface requirements. Application-level redirects can also exist.
Enable a redirect only after HTTPS works correctly for the domain. Otherwise, a forced redirect can send every visitor directly to a broken or untrusted HTTPS endpoint.
