Current cPanel & WHM supports TLS 1.2 and TLS 1.3 and no longer supports protocol versions older than TLS 1.2 in modern releases.
TLS version negotiation normally happens automatically between the server and the connecting browser or client. A client that is too old to support the server's permitted TLS versions may fail to connect.
Do not weaken a modern server solely to accommodate obsolete software. Update old clients when possible so they can use currently supported TLS versions.
